Amended bill implementing tobacco control measure killed

BISMARCK -- The North Dakota House has killed the bill that implements the tobacco control measure voters passed last November. The vote was 24-69.

The defeat of Senate Bill 2063 means that another implementation bill will have to be introduced as a delayed bill or implementation language will have to be amended to another bill before the session is over.

The issue was ballot Measure 3 in the November election and passed with a 54 percent majority.

The bill became controversial this week when the House Appropriations Committee amended it to take the tobacco control program as approved by the voters away from a special, independent executive committee and put it into the state Health Department.
