Judge: Phone surveillance program likely unlawful

WASHINGTON — The U.S. government’s gathering of Americans’ phone records is likely unlawful, a judge ruled on Monday, raising “serious doubts” about the value of the National Security Agency’s so-called metadata counter terrorism program.
