Zoning change for Menards site moves forward

The Jamestown Planning Commission recommended approving a zoning change for the proposed Menards location in southwest Jamestown during a special meeting Monday.

The zoning change moves the property from public, open development and conservation district to commercial.

The proposed change now moves to the Jamestown City Council for consideration.

The zoning change is one of several steps city officials hope to accomplish in the next month. Those steps were defined in an agreement between Menards and the city of Jamestown that passed on a 3-2 vote during the Jan. 24 City Council meeting. The agreement specified all tasks had to be accomplished during a 190-day “due diligence” period ending late in June.

Jamestown Mayor Katie Andersen said Menards has targeted sometime in May as a closing date on the land purchase. Prior to that, the City Council must finalize the zoning change and approve a plat for the area, a sales tax rebate agreement and the tax increment financing district for Menards.

Finalizing the zoning change requires two readings of the ordinance. These readings are scheduled for the April 7 and May 5 City Council meetings, Andersen said.

Approval of the plat requires a review by the Planning Commission which will then make a recommendation to the City Council for action. The plat defines the lots, easements and roads associated with the project.

The sales tax rebate agreement requires action by the City Council. The sales tax rebate would refund half of the 1 percent of the city sales tax to Menards for up to 25 years.

Approval of the tax increment financing district requires a public hearing for comments before action by the City Council. Under tax increment financing, money paid by Menards in lieu of taxes on the buildings is used to reimburse the city’s cost for purchasing the land and developing the infrastructure for the development. After all requirements of the contract with Menards are met, the city will buy about 33 acres of land for $2.9 million and sell 20 acres of the property to Menards for $10.
