The department says in its weekly crop report that power outages in western and south central North Dakota also caused worries about water availability for animals.
Average snow depth statewide on Jan. 31 was 13.3 inches, a little more than 3 inches below last year at the same time.
County and secondary roads were rated 80 percent open, 14 percent difficult and 6 percent closed. Only half of the roads were classified as dry. The others were either drifted with snow or icy.
