Sex offender has changed address

The Jamestown Police Department is warning residents that a convicted sex offender living in James-town has changed his addresses. William Humphrey Kysar, 49, is living at 409 Fourth St. N.E. #2, Jamestown. He is described as a white man, 6 feet, 1 inch tall, 260 pounds with brown hair and brown eyes. Police said he drives a brown 1989 Chevrolet Silverado pickup, N.D. license plate JHE680.

The Jamestown Police Department is warning residents that a convicted sex offender living in James-town has changed his addresses.

William Humphrey Kysar, 49, is living at 409 Fourth St. N.E. #2, Jamestown. He is described as a white man, 6 feet, 1 inch tall, 260 pounds with brown hair and brown eyes. Police said he drives a brown 1989 Chevrolet Silverado pickup, N.D. license plate JHE680.

Kysar has been assigned a high-risk assessment by the North Dakota Risk Level Committee, Office of the North Dakota Attorney General.

Kysar was convicted of gross sexual imposition in November 1999 in Williams County District Court, North Dakota. He was accused of fondling a 13-year-old girl over the clothing on two occasions. He was sentenced to 10 years with five years suspended for five years.

He was convicted in August 1993 in Yellow Medicine Country District Court, Minnesota, of soliciting a child for sex. Authorities said he fondled and penetrated a 4-year-old boy on several occasions.

He was also convicted in 1986 in Johnson County District Court, Wyoming, of child abuse. Authorities said he severely abused a 4-month-old infant. The baby also had three broken ribs.

Kysar is currently not on probation with North Dakota Parole and Probation. He is not wanted by police at this time and has served the sentence imposed by the court. The notification is intended for public safety and not to increase fear in the community. The information should also not be used to threaten, assault or intimidate Kysar. Attempts to harass, intimidate or threaten Kysar or his family, landlord or employer will be turned over for prosecution.
