Sex offender has new address

The Jamestown Police Department is notifying the public of a high-risk registered sex offender living at a new address in Jamestown. Jayme Joseph Rowley, 31, lives at 712 Second Ave. NE. He is de-scribed as being Caucasian, 5 feet 10 inches tall, weighing 200 pounds. He has hazel eyes and brown hair. He drives a pewter 2003 Chevrolet Silverado pickup, North Dakota license plate JER508.

The Jamestown Police Department is notifying the public of a high-risk registered sex offender living at a new address in Jamestown.

Jayme Joseph Rowley, 31, lives at 712 Second Ave. NE. He is de-scribed as being Caucasian, 5 feet 10 inches tall, weighing 200 pounds. He has hazel eyes and brown hair. He drives a pewter 2003 Chevrolet Silverado pickup, North Dakota license plate JER508.

Police said Rowley was convicted in Burleigh County District Court in October 2006 of gross sexual imposition. In that case, Rowley knocked on a woman’s apartment door, forced his way into the apartment when she opened the door slightly, punched her in the face and assaulted her. Rowley’s DNA was obtained from a bite mark on the victim. He was sentenced to 10 years with six years and six months suspended, and given five years supervised probation.

In December 2004, Rowley was convicted of surreptitious intrusion in Burleigh County District Court. The police department said Rowley broke into an apartment and stole female underwear, peered into the window of another apartment and made a comment. He was sentenced to 6 1/2 years with all but two years suspended and placed on five years supervised probation.

Rowley has been assigned a high-risk assessment by the North Dakota Risk Level Committee of the North Dakota Attorney General’s Office. He is currently on probation with North Dakota Parole and Probation. He is on GPS monitoring through his probation.

Rowley is not wanted by police at this time and has served the sentence imposed by the court. The notification is meant for public safety and not to increase fear in the community. The notification should not be used to threaten, assault or intimate Rowley. Attempts to harass, intimidate or threaten Rowley or his family, landlords or employers will be turned over for prosecution.
