Francis Clifford Clauthier, 65, lives at 2308 Circle Drive, Jamestown. He is described as an American Indian, 5 feet 8 inches tall, weighs 167 pounds and has black hair and brown eyes.
Clauthier has been assigned a high-risk assessment by the North Dakota Risk Level Committee, Office of the Attorney General.
Clauthier was convicted of gross sexual imposition in 1994 in Grand Forks County District Court. Authorities said he raped a woman. He was sentenced to 12 years.
In 1980, he was convicted of criminal sexual assault in Polk County District Court in Minnesota in 1980. Authorities said he offered a ride to a 20-year-old woman, then drove to a deserted area and raped her. He was sentenced to 50 months.
Clauthier will be placed on GPS monitoring, the Jamestown Police Department said.
Clauthier is not wanted by police at this time and has served the sentence imposed by the court. The notification is intended for public safety and not to increase fear in the community. The information should also not be used to threaten, assault or intimidate Clauthier. Attempts to harass, intimidate or threaten Clauthier or his family or landlord will be turned over for prosecution.
