Sex offender to plead for failing to register
A convicted sex offender who moved to North Dakota from Utah nearly a year ago says he will plead guilty for failing to register with authorities.
BISMARCK, N.D. (AP) — A convicted sex offender who moved to North Dakota from Utah nearly a year ago says he will plead guilty for failing to register with authorities.
Officials say Troy Kartchner had been living in a Watford City trailer park for about four months before he was arrested. He failed to tell authorities about his relocation, as required by law.
Kartchner was ordered to register as a sex offender as part of his December 2004 conviction in Utah for forcible sexual abuse. He last completed a sex offender registration form in Clinton, Utah, in September 2011.
A plea hearing has not been scheduled.
