Two sentenced on felony charges

Two people were sentenced on felony charges in Southeast District Court.
Dylan Jay Biloff, 24, Bismarck, N.D., pleaded guilty to possession of a controlled substance, a Class C felony.
Biloff was accused of possessing a synthetic cannabinoids on or about Feb. 21. A charge of possession of drug paraphernalia for drugs other than marijuana was dismissed on May 24.
Judge Thomas E. Merrick sentenced Biloff to 15 months with the North Dakota Department of Corrections and Rehabilitation with credit for 139 days already served. Biloff was also sentenced to three years of supervised probation, not to own or possess firearms for three years and to undergo a chemical dependency evaluation and complete recommended treatment. He was ordered to pay a $400 criminal administration fee, $100 defense/facility administration fee, $25 indigent defense application fee and $25 victim-witness fee.
A Class C felony is punishable by five years in prison and a $5,000 fine.
Ryan Michael Davis, 25, P.O. Box 902, pleaded guilty to criminal mischief, a Class C felony.
Davis was accused of causing between $2,000 and $10,000 in damage to the property of another on or about Aug. 16, 2010. A charge of unauthorized use of a motor vehicle was dropped.
Judge John Greenwood sentenced Davis to one year and one day with the North Dakota Department of Corrections and Rehabilitation. Greenwood suspended 336 days and allowed Davis credit for two days already served. Davis is to serve the remaining 30 days at the Stutsman County Correctional Center before Jan. 1, 2013.
In addition, Davis was sentenced to two years supervised probation and prohibited from owning or possessing firearms for two years.
He was ordered to pay a $400 criminal administration fee, $100 defense/facility administration fee, $1,000 restitution and $25 victim-witness fee.
