Man charged after standoff in VC

A Valley City, N.D., man faces felony charges after an incident early Tuesday, according to Valley City Police Chief Fred J. Thompson.

According to a press release from Thompson, Valley City Police Department officers responded to a Valley City home at about 2 a.m. Tuesday after a report that an allegedly armed and suicidal suspect had barricaded himself there. Officers attempted to contact the suspect, identified as Douglas Allen Boppre, 45, by phone and loudspeaker but could not communicate with him.

The James Valley Special Operations Team was requested for assistance. After the team arrived, repeated attempts to contact Boppre were made with no success.

Boppre exited the residence at about 7:40 a.m. and was taken into custody without incident. A rifle and ammunition were recovered from the home. He faces the following charges: terrorizing, a Class C felony; felon in possession of a firearm, a Class C felony; and preventing arrest or discharge of other duties, a Class A misdemeanor.

Residents in the immediate area were asked to evacuate their homes or shelter in place during the incident. The Valley City Fire Department, Barnes County Sheriff’s Office and Montana-Dakota Utilities also responded to the incident.

A Class C felony is punishable by five years in prison and a $5,000 fine. A Class A misdemeanor is punishable by a year in prison and a $2,000 fine.
