Sex offender changes address
The Jamestown Police Department is warning residents that a convicted sex offender living in James-town has changed his address. The Jamestown Police Department is warning residents that a convicted sex offender living in James-town has changed his address.
William Humphrey Kysar, 52, is living at 409 Fourth St. NE #1, Jamestown. He is described as a white man, 6 feet tall, 250 pounds with gray hair and brown eyes.
Kysar has been assigned a high-risk assessment by the North Dakota Risk Level Committee, Office of the North Dakota Attorney General.
Kysar was convicted of gross sexual imposition in November 1999, soliciting a child for sex in August 1993 and child abuse in 1986.
Kysar is currently not on probation with North Dakota Parole and Probation. He is not wanted by police at this time and has served the sentence imposed by the court. The notification is intended for public safety and not to increase fear in the community. The information should also not be used to threaten, assault or intimidate Kysar. Attempts to harass, intimidate or threaten Kysar or his family, landlord or employer will be turned over for prosecution.
