BISMARCK — On the eve of his budget address, Gov. John Hoeven isn’t putting the finishing touches on his speech. He is in Philadelphia today at a hastily assembled National Governors Association meeting with President-elect Barack Obama.

But he will be back tonight to give his speech as scheduled at a joint session of the Legislature, which is holding its organizational session this week. The address begins at 10 a.m. Wednesday. It will be webcast live through a link available at http://governor.nd.gov/.

Hoeven and aide Ryan Bernstein flew out of Bismarck Monday evening for the trip to Philadelphia, said spokesman Don Canton. They will return this evening.

Canton said the NGA organized the meeting in Philadelphia late last week.
