GRAND FORKS (AP) — Grand Forks Mayor Mike Brown says he wants to “plant a seed” of ideas and see what comes of it.

The mayor gave his seventh State of the City speech Monday.

His ideas include a new light rail line from the University of North Dakota to the Alerus Center, an aquarium at the Canad Inn motel complex and a new retail corridor. He said the rail line could expand to downtown and the airport.

Another proposal is a “Destination Corridor” that would connect hotels with retail stores.

The mayor also proposes a ban on smoking in bars and hotels, which are now exempt from a statewide smoking ban.

Brown said Grand Forks is financially solid. He said property value growth has slowed but the city still could be among the top 25 U.S. housing markets this year.
