City Administrator Shawn Kessel said that means individual property owners remain eligible for federal aid, but public entities will receive only limited reimbursement for damage and cleanup costs from the July 8 twister.
The tornado caused an estimated $20 million in damage but no serious injuries.
Mayor Dennis Johnson said he doesn’t think the costs the city will have to cover will cause a financial hardship.
