Zoning rule change approved for plant

The Stark County Commission has approved eliminating a requirement that all surrounding landowners in an area of a zoning change approve that change. The revised ordinance requires only the notification of all landowners within 200 feet of such changes.

DICKINSON, N.D. (AP) — The Stark County Commission has approved eliminating a requirement that all surrounding landowners in an area of a zoning change approve that change.

The revised ordinance requires only the notification of all landowners within 200 feet of such changes.

Supporters of the rule change said the old rule gave one landowner veto power over a project. Opponents said the change is being made to benefit a proposed coal drying plant near South Heart that some people object to.

Commissioner Russ Hoff said that under the new ordinance wording, the county can weigh a zoning decision based on what members of the public have to say.
