Diversion prompts Fargo to look at growth

A proposed Red River flood diversion channel in North Dakota would safeguard land for several miles north and south of Fargo, giving the city plenty of room to grow. But what about the undeveloped land already within city limits? Could it be better used to encourage denser growth before the city sprawls even farther to the north and south?
