Penn State implements ex-FBI boss' recommendations

HERSHEY, Pa. (AP) — Penn State has started implementing new guidelines borne of recommendations by former FBI director Louis Freeh that it hopes will improve the protocols involved in identifying and reporting child sex abuse.
