Corps discusses Tolna Coulee structure

U.S. Army Corps Major General John Peabody says that even with the new Tolna Coulee control structure in place, no one can predict how future weather patterns will affect the level of Devils Lake. Corps officials were visiting Valley City after the Tolna Coulee control structure was dedicated in Nelson County last week.
