A military veteran who was shot by Jamestown police after he came out of his apartment carrying a shotgun claims in federal lawsuit that he never aimed the gun at anyone and police used excessive force. Michael Partlow, who was shot in the head, was hospitalized for about three weeks following the September 2010 shooting.
