Tropical Storm Rafael dumps rain in east Caribbean

CHARLOTTE AMALIE, U.S. Virgin Islands (AP) — Tropical Storm Rafael lashed the eastern Caribbean with heavy rains, raising the threat of floods on islands around the region.
