Steiner / The Sun These blinking stop lights at the intersection of Second Street and First Avenue North will continue to flash until the ground thaws, according to Harold Sad, Jamestown street foreman. Underground wires connected via a conduit became disconnected due to a ground shift, Sad said. It will be repaired when the ground thaws.
