Basin Electric moving ahead with power plant

Basin Electric Power Cooperative of Bismarck, N.D., is moving ahead with plans for a $405 million plant near Brookings that will use natural gas and steam to produce electricity. The utility has filed its six-page notice to proceed with the South Dakota Public Utilities Commission.
