The westbound lanes of Interstate 94 are seen Monday, from the east side of the 34th Street overpass in Moorhead, Minn. Kristi Garden climbed over the five-foot-high railing Saturday before falling into oncoming traffic below. The overpass has a sidewalk on the west side.
