Two companies soared in their stock-market debuts in the latest indication that the market for initial public offerings is reviving. A gauge of future economic activity rose more than analysts had expected, as did a measure of consumer confidence, adding to evidence that the economy is steadily recovering.

Rewards grow in N.D. cattle-killing cases
Donations from the North Dakota Stockmen’s Association have boosted reward funds for information leading to convictions in two high-profile cattle-killing cases on opposite sides of the state. The reward in a Richland County case in May 2012 in which 13 cows and a calf were shot and killed in a pasture near Hankinson is now up to $15,100. Officials say it is the largest cattle shooting in the state in recent memory.

School funding: Superintendents weigh in on Legislature’s allocation
Actions of the North Dakota Legislature should reduce property taxes across the state, according to information from school officials. The Legislature funded about $850 million in tax relief aimed at reducing school property taxes and another $650 million in changes to the formula that distributes funding for kindergarten through senior high education. “The Legislature granted some significant tax relief,” said Bob Toso, superintendent of Jamestown Public Schools. “It continues to shift funding from local taxes to the state. More state funds also mean they can control more.”
