Fundraising plans for a possible new library continued at Monday’s meeting of the James River Library System Library Board. “This is like a three-tiered chess game — in the library, in the community, in the state and outside the state — national,” said Bill Kennedy, development director, who was hired to help raise money for the project. “… I work with all three layers, and it takes patience.
