As a citizen of North Dakota, I can be sure that my fellow North Dakotans stand by me in being upset and ashamed of our state’s extremely low rankings in animal cruelty laws. North Dakota is an agricultural state where livestock and other animals play a huge part.
WEST FARGO — Danielle Oetker had only heard about what she saw on Sunday.
Oetker, a veterinarian at Minn-Kota PAAWS (People Advocating Animal Welfare Services), had to perform surgery on a 10-month-old pit bull named Kain that had been neutered by having a rubber band tied around its testicles.
“I had heard of stuff like that but had never seen it before,” she said Thursday. “It’s commonly done on large animals, but it should never be done on small animals.”

This service is offered in October, because October marks the feast of Francis of Assisi, who was known for many things, including his special relationship with animals.

A North Dakota shelter will likely euthanize about 20 animals soon after a rabies exposure, but officials here say similar situations haven’t happened here.
Health officials in Grand Forks this month recommended the Circle of Friends Humane Society euthanize about 20 dogs after a stray with rabies was taken in at the shelter. Because the animal had direct contact with others, about 20 other dogs may also need to be euthanized, according to Grand Forks Herald reports. Fourteen other dogs had been adopted and may also need euthanization.
