BISMARCK (AP) — North Dakota’s parks director wants the authority to impose fines of up to $250 for breaking park rules and to handle alleged violations outside of the state’s criminal courts, an agency official said Friday.
National Intelligence Director Dennis Blair is resigning under pressure from the White House, ending a tumultuous 16-month tenure marked by intelligence failures and spy agency turf wars.
Blair, a retired Navy admiral, is the third director of national intelligence, a position created in response to public outrage over the failure to prevent the Sept. 11, 2001, terrorist attacks.

Carrington resident Ellen Linderman has been selected to serve on the board of directors for the Federal Crop Insurance Corp. The appointment was made Tuesday by Tom Vilsack, U.S. secretary of agriculture.
“I’m looking forward to working on crop insurance because it is so important to North Dakota farmers,” Linderman said. “I want a product that is workable and provides a safety net for farmers.”
Doug Prchal, who has been North Dakota’s parks director for 16 years, said Monday he will retire from the job May 1.
Gov. John Hoeven said he has hired Mark Zimmerman, who promotes North Dakota’s outdoor attractions in his current job in the state’s tourism agency, to succeed Prchal.
