BISMARCK – The State Board of Higher Education’s violations of open meeting laws are “pervasive,” Attorney General Wayne Stenehjem said Friday in a written opinion that also found the board didn’t comply with the law during a March 6 dinner meeting and in several email exchanges this year.

BISMARCK – After starting the day with the House defeating a bill that would have increased funding for K-12 schools and provided about $714 million in property tax relief, the final day of the North Dakota Legislature is dragging on.
Hamid Shirvani, chancellor of the North Dakota University System, has proposed a major overhaul to the state’s higher education system – an overhaul that stands to affect nearly every future North Dakota college student.
BISMARCK — The North Dakota Legislature gave its final approval to the state’s higher education budget on Thursday in one of the last actions of this legislative session.
The bill combines funding for equity and tuition affordability, and reduces the total amount by $1.4 million to $15.2 million. The funding will be distributed to campuses based on existing funding distribution formulas.

As the reports of deficits mount and the critical audits multiply at North Dakota State University, here’s something to remember:
Former President Joseph Chapman resigned over unrelated matters. What would have happened if he had stayed on?
In other words, if Chapman still were in charge, when would North Dakotans have learned of the budget shortfalls that prompted the interim president to order a hiring freeze shortly after taking office?
Gov. John Hoeven today appointed Claus Lembke of Bismarck and reappointed Richard Smith of Wahpeton to serve on the state Board of Higher Education.
