At a federal prison in the mountains of southern West Virginia, hundreds of female inmates are taking part in a pilot program to bring the quality of entertainment behind bars into the 21st century.
More than 400 inmates have spent about $70 apiece to buy an MP3 player from the commissary in the Federal Prison Camp at Alderson, then 80 cents to $1.55 per song to customize their playlists from a database offering about 1 million songs.

The last time Burleigh and Morton counties talked about expanding jails, it took almost 20 years to get anything done. This time around, discussions have been ongoing for at least five years.
In the early 1980s, both counties were exploring ways to get their jails up to new state codes and to expand for more inmates. Talks for a regional facility broke down, and the counties ended up going their own ways to remedy the problems. Morton County built a new jail, finished in 1986, that currently holds 35 inmates. Burleigh County renovated and expanded its downtown jail in 1992, then finished a fourth floor in 1999. That facility holds 138 inmates.

To reduce crime and the expense to incarcerate those who commit it, the state offers felons financial stability — or at least a means to get there.
North Dakota incarcerates about 1,000 inmates a year, and room and board costs about $30,000 for each one.
A multistate hunt for three escaped inmates accused of attacking three men while on the run in Kentucky and stealing a dozen guns, cash and a truck ended Thursday with the convicts being taken into custody in Nebraska, the state patrol said.
North Dakota’s corrections department is setting up an electronic mail system for inmates this fall, to provide what officials hope will be a cheaper and less troublesome option for keeping in touch.
Three companies are competing for a contract to establish an electronic mail network for North Dakota’s adult prison system, which includes facilities in Bismarck and Jamestown; a county-run women’s lockup in New England; and the Youth Correctional Center in Mandan, which houses juvenile offenders.
