WASHINGTON — The FBI is just cranking up a preliminary review of whether alleged phone hacking and bribery by Rupert Murdoch's media empire violated U.S. laws, but any resolution may well have to await the outcome of British investigations.

Summoned by British lawmakers Tuesday to account for a phone hacking and bribery scandal, Rupert Murdoch said he was humbled and ashamed but accepted no personal responsibility, insisting he was at fault only for trusting the wrong people at a now-defunct tabloid that made up a tiny portion of his vast media empire.
“We are sorry” the full-page ad began Saturday, as Rupert Murdoch tried to halt a phone-hacking scandal that has claimed two of his top executives with a gesture of atonement and promises to right the wrongs committed by his now-shuttered tabloid, News of the World.
