Three companies have been picked to study whether it would be profitable to expand North Dakota’s oil refining capacity.
North Dakota is the nation’s fourth-largest oil producer, but the state only has one refinery — Tesoro Corp.’s refinery in Mandan.
The Tesoro oil refinery in North Dakota is fully operational after a brief shutdown.
Spokesman Leif Peterson said the Mandan plant was back online Tuesday afternoon. He said there was no disruption to supply.
BISMARCK — Crews were working to resume operations at the Tesoro Corp. oil refinery in North Dakota on Tuesday after the plant lost power and steam, resulting in a large black cloud drifting over the Bismarck-Mandan area.
State health officials said there was no public health threat because the soot-filled cloud was high enough in the sky that it did not present hazards at ground level.

The issue was oil speculators Tuesday at North Dakota’s only oil refinery, where the chief economist for the Tesoro Corp., said there is no shortage of crude.
Tesoro economist Lynn Westfall, whose company owns the Mandan refinery, said speculators have been driving up prices for refineries like Tesoro.
“There is no shortage of crude. There wasn’t three years ago, there isn’t today,” Westfall said.
