Two sex offenders change addresses
Two high-risk convicted sex offenders have changed their addresses in Jamestown, according to the Jamestown Police Department.
David Merwood Oxtra, 57, resides at 703 1st St. W. He does not drive a vehicle.
Matthew Jacob Lee Graham, 27, resides at 120 3rd St. NW. He does not drive a vehicle.
Oxtra and Graham have been assigned a high-risk assessment by the North Dakota Risk Level Committee, Office of the Attorney General.
Oxtra is described as a white male, 5 feet 8 inches tall, weighing 200 pounds, with hazel eyes and gray hair.
Oxtra was convicted of gross sexual imposition in 2005 in Southeast District Court in Stutsman County. Authorities said he inappropriately touched a developmentally disabled 12-year-old girl. He was sentenced to one year and one day with 66 days suspended and two years of supervised probation.
Graham is described as a white male, 5 feet 11 inches tall, weighing 192 pounds, with blue eyes and brown hair.
Graham was convicted of indecent exposure in 2004 in Kidder County. He was sentenced to the Mesabi Academy treatment facility.
Graham and Oxtra are not wanted by police at this time and have served the sentence imposed by the court. Printed handouts of the demographics of Graham and Oxtra are available at the Jamestown Police Department.
