Suspect in custody after lockdown at Jamestown High School

Notice is hereby given that sealed bids will be received for the 2019 Jamestown Water Main Improvements, IE project # J19-00-012, DWSRF NO. 4700498-09, in Jamestown, North Dakota. Bids will be received by the City Administrator, at the office of the Administrator until 1:30 P.M. local time on Friday, May 31, 2019 and then at said office all bids properly submitted will be publicly opened and read aloud.
Digital copies of the Bidding Documents are available at or for a fee of $20.00. The project will consist of the following approximate quantities:
3520 LF Fusible PVC Burst 6" Water Main, 590 LF Fusible PVC Burst 8" Water Main, 390 LF 6" Polyvinyl Chloride Pipe Watermain, 265 LF of Concrete Curb & Gutter, 1930 SY Pavement Removal, 1930 SY Pavement Replacement (HBP), 630 LF of Watermain Bore, Building Demolition, gate valves, fire hydrants, and all miscellaneous work necessary therefore and incidental thereto.
Bidders on this work will be required to comply with Title 40 CFR Part 33 Participation by Disadvantaged Business Enterprises in the United States Environmental Protection Agency Programs. The requirements for bidders and contractors under this regulation concern utilization of Minority Business Enterprises (MBE), Womens Business Enterprises (WBE), and Small Business Enterprises (SBE) and are explained in the specifications.
The goal for MBE is 2% of the total dollar value of the project. The goal for WBE is 3% of the total dollar value of the project.
Bidders on this work will be required to comply with the Presidents Executive Order No. 11246, as amended. The requirements for bidders and contractors under this order are explained in the specifications.
Each bid will be submitted on the basis of a cash payment for work. It will be enclosed in a sealed envelope addressed to the above mentioned City Administrator, 102 Third Avenue Southeast, Jamestown, North Dakota 58401, and shall be designated that the bid is for "2019 Jamestown Water Main Improvements." The bid shall be accompanied by a Bidders Bond in a separate envelope in the amount of five percent (5%) of the full amount of the bid, executed by the Bidder as Principal and by a Surety Company authorized to do business in North Dakota. If the Principals bid is accepted by the OWNER and the contract awarded, the principal, within ten (10) days after the Notice of Award, will be required to execute and effect a contract in accordance with the terms of the principals bid and any requirements and conditions of the OWNER.
Bid and Bid Bond must be executed by a principal. Signatures by other than a president, vice president, or CEO, must be accompanied by sufficient evidence (duly executed meeting minutes, resolution, power of attorney, etc) to indicate that the signatory has the authority to bind the company or organization.
A Contractor's Bond, as required by Section 4801.2-10 of the North Dakota Century Code, shall be included with the executed Contract Documents. The Bid Security shall be as required in Section 4801.2-05 of the North Dakota Century Code.
All bidders must be licensed for the highest amount of their bids, as required by Section 430707 of the North Dakota Century Code and a copy of the license or certificate of renewal thereof issued shall be enclosed in the required bid bond envelope.
Bidders are notified that all applicable provisions of the Copeland Act (29CFR Part 3) and the Davis Bacon Act (29 CFR Parts 1, 3 and 5) are in force on this project.
All bids shall be contained in a sealed envelope plainly marked for "2019 Jamestown Water Main Improvements". In addition, the Bidder shall place upon the exterior of said envelope the following information:
1.The work covered by the Bidder.
2.The name of the Bidder.
3.A separate envelope containing the Bid Bond, a copy of the Contractors License or renewal certificate, and the MBE/WBE Subcontractor Solicitation Information.
4.Acknowledgement of all Addenda.
No bid will be read or considered which does not fully comply with the above provisions as to Bond and Licenses, and any deficient bid submitted will be resealed and returned to the Bidder immediately.
The OWNER retains the right to reject any or all of the bids submitted and to waive any informality in any bid and to hold all bids for a period not to exceed thirty (30) days from said date of opening and to hold the three low bids and bid securities for a period not to exceed sixty (60) days from said date of bid opening.
The work on the improvements is to commence upon a date to be specified by the OWNER, notice of which will be given to the successful bidder ten (10) days in advance of the start of construction. The Contractor will be required to commence construction, and in an approved sequence, complete the project by October 31, 2019.
