Teresa Martini could see in her work as a floor sergeant at the James River Correctional Center what a little creativity could do in the prison. She had helped with a yearly "Deck the Halls" competition where staff and inmates, called residents by the JRCC, combined their efforts to decorate their respective hallway for Christmas. The prize for the winning floor was ice cream cake from Dairy Queen.
