General Notice:
The City of Ellendale, North Dakota (Owner) is requesting Bids for the construction of the following Project:
Sanitary Sewer Rehabilitation
Special Assessment
District No. 2021-01
Bids for the construction of the Project will be received by the City of Ellendale at PO Box 267, Ellendale, North Dakota, 58436 or 55 3rd Ave S, Ellendale, North Dakota 58436 until Thursday, January 6, 2022 at 3:00 PM local time. At that time the Bids received will be publicly opened and read.
The Project includes the following Work:
-Cured-In-Place-Pipe (CIPP) Lining of approximately 26,151 LF of existing Sanitary Sewer Main.
-Removal and replacement of approximately 1,863 LF of existing Sanitary Sewer Main.
-Removal and replacement of approximately 11 existing Sanitary Sewer Manholes.
-Other miscellaneous ancillary construction items to complete the project.
Bids are requested for the following Contract: One bid for complete project.

Obtaining the Bidding Documents:
Copies of the plans and specifications are on file and open to public inspection at Interstate Engineering, Inc., Jamestown, North Dakota, Interstate Engineering, Inc.
Plans and Specifications may be obtained at no cost, by any contractor resident in South Dakota who intends, in good faith, to bid upon the project, from Interstate Engineering, Inc., 1903 12th Ave. SW, PO Box 2035, Jamestown, ND 58402, (701) 252-0234. Unsuccessful bidders must return the plans and specifications within 7 days after the bid letting or a $225 fee will be charged.

These documents may be downloaded by selecting this project from the “Bid Documents” tab and by entering Quest Project Number 7935130 on the “Search Projects” page. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
American Iron and Steel:
Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials.

Each bid will be submitted on the basis of a cash payment for work. It will be enclosed in a sealed envelope addressed to the above-mentioned City and shall be designated that the bid is for “Sanitary Sewer Rehabilitation”. All proposals shall be made on the forms furnished by the Owner. Each bidder shall submit with his proposal a bid bond, in the amount not less than five percent (5%) of the total amount of the bid, and made payable to the City of Ellendale, North Dakota, as a guarantee of the bidder entering into a contract for the construction of the work and furnishing of a 100% performance and a 100% payment bond.
If the Principal’s Bid is accepted by the City and the contract awarded to him, he, within ten (10) days after the Notice of Award, will execute and effect a contract in accordance with the terms of his bid.
No bid will be read or considered which does not fully comply with the above provisions as to Bond and any deficient bid submitted will be resealed and returned to the Bidder immediately.
The City of Ellendale retains the right to reject any or all of the bids submit¬ted and to waive any informality in any bid and to hold all bids for a period not to exceed thirty (30) days, from the date of bid opening.
