ADVERTISEMENT FOR BIDS
Bids for the construction of the Water Improvement District No. 2019-1; 300,000 Gallon Tank and Transmission Line will be accepted via online electronic bid service through Quest CDN vBid by the City of LaMoure, ND until June 25, 2020 at 10:00 AM local time on, at which time the Bids received will be “publicly” opened and read via a video/phone conference. The link for this video conference is provided at www.questcdn.com (eBidDoc™ information shown below). Mailed or hand delivered bids will not be opened or considered. The Project consists of constructing an at-grade concrete water tank, water mains, and asphalt pavement.
Separate Bids will be received for Contract A – Water Tank Construction; Contract B – Underground Construction. Bids shall be on a unit price basis.

Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:00 AM to 5:00 PM, and may obtain copies of the Bidding Documents from the Issuing Office as described below.

Each bid must be accompanied by a bidder's bond in a sum equal to 5% of the full amount of the bid executed by the bidder as principal and by a surety, conditioned that if the principal's bid is accepted and a contract is awarded to the principal, the principal, within ten (10) days after the notice of the award, shall execute a contract in accordance with the terms of the bid and the bid bond, and any conditions of the City of LaMoure, as required by law. A countersignature of a bid bond is not required. If the City of LaMoure elects to award a contract to the lowest responsible bidder, and the lowest responsible bidder does not execute a contract within ten (10) days, the bidder’s bond will be forfeited to the City of LaMoure, and the City of LaMoure may award the project to the next lowest responsible bidder.
Each bidder must possess a valid North Dakota contractor’s license for the full amount of their bid, as required by N.D.C.C. § 43-07-7. Each bidder MUST enclose a copy of their Contractor’s License or Certificate of Renewal, issued by the North Dakota Secretary of State, and each license must be valid and dated at least 10 days prior to the date set for bid opening, as required under N.D.C.C. § 43-07-12.
The City of LaMoure will not read or consider any bid that does not fully comply with the requirements above, or the requirements of N.D.C.C. § 48-01.2-05. The City of LaMoure will reseal any deficient bid submitted and return it to the bidder immediately.
Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All listed iron and steel products used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. The deminimis and minor components waiver apply to this contract.”
