City of Spiritwood Lake Council Meeting Tuesday May 2, 2023 Mayor called meeting to order at 7:33 PM Council present Krapp, Steckler, Auditor Krapp and Dustin Krueger, 319. The SE outlet plan was discussed, a rough estimate for the pipe and placement was received from BJ Kratz, G&F, quite a bit more than originally planned, dependent on size of pipe decided on, from $210,950 to $265,625. We may need to work on plans to get additional funding. We are waiting to hear from DEQ on questions presented at meeting with them on April 21st. 404 permit is being submitted by Auditor. Walking Path Update-now that snow is gone, Mayor will work on paperwork with Eric. Sandy Beach slab removal-still working on plan- once Ice is off, Mayor will get size measured. Funding discussed for this. Clean up of the Sandy Beach area is needed within the free camping area and the beach, Auditor will contact County Park Board, this is the Stutsman County Memorial Park and should be kept up better. Waste Management- past due reminders will be mailed. Road grading/graveling- Auditor will call Quigley to grade and check where gravel might be needed. Auditor will check on Dust control costs. Emergency Snow Removal reports have been submitted to the State. New Business: Auditor submitted ARPA report for 2023 on April 26th, and all monies received, $15,494.66, were spent on Street and Right of Way Maintenance and Snow Removal per approved project. Monies can be moved to Highway funds for reimbursement and should rename ARPA savings fund to Prairie Dog Fund and move Prairie Dog monies received to the account. Krapp motioned to change name on account and transfer funds around, 2nd by Steckler Special Use permits for outdoor summer events for Spiritwood Resort for June 23 & 24, 2023 and July 29th, 2023 and September 2, 2023. Steckler moved to approve, 2nd by Krapp, MC. Liquor license for Spiritwood Resort presented, all paperwork received, Steckler moved to approve for 2023-2024, 2nd by Krapp, MC Discussion held regarding installation of privacy fence; Auditor checked with City of Jamestown for information as we don’t have in our ordinance. Since we don’t, we are allowed to follow neighboring rules and also the State codes. It was determined that fencing can be installed on property lines or a little on your side of property as long as property lines have been defined. Steckler moved to designate The Jamestown Sun as the official newspaper for the city, 2nd by Krapp, MC There being no further business meeting was adjourned at 8:39 PM.
