Mayor Grimm called meeting to order at 7:30 PM.
Council present Krapp, Steckler, Schlecht, Klein and Auditor Krapp. Guests Dustin Krueger.
Schlecht moved to approve minutes, 2nd by Steckler, MC.
Financial Statement approval, Steckler, 2nd by Krapp, MC.
Steckler motioned to pay bills as presented, 2nd by Schlecht, MC.

Old Business:
319 Grant Update-Dustin will be presenting new 319 Grant request on Dec 12 in Bismarck. Reimbursement of $42,083.94 was received by Auditor.
RCPP-4 participants have signed, hold another meeting after 1st of year, look for additional areas in watershed.
SW Outlet-Drain Permit has been submitted to State Water Resource Board, working with ND Game and Fish for Engineering of project. Will be holding meetings.
Stutsman County Water Resource Board will be holding a meeting regarding the Audubon outlet on November 27th.
A Stutsman County Water Resource board was attended by interested parties regarding emergency drain requests from Gray Township, that could affect Spiritwood Lake. The request is at the State Water Resource Board level at this time.
Lake Elevations on 11/4 were 1446.82, with the Cty Rd 42 out of water at 1446.7 and covering about 1/3 of East Lake County Rd yet at that point.
Auditor has corresponded with State Water Board on Flood Elevations for Spiritwood Lake City.
Camp Rokiwan Rd-Kirk contacted Strata/will honor quote and start when load restrictions are off next year.
Continue to work on Ordinance for Dilapidated buildings.
New Business:
Discussed general overview of how things seemed over summer with boat traffic(seemed to be about the same if not less than before), fishing observed and the condition of Sandy Beach Campgrounds and Vault Toilets around the City that are to be taken care of by Stutsman County Park Board.
Auditor sent list of permits issued for 2019 to Stutsman County Tax Assessor.
One CD came due, discussion held on current rates. Schlecht made motion to combine CD’s for Highway Funds account into one, rates are 2.25 at this time, 2nd by Klein, MC
Steckler motion to adjourn meeting at 8:40 PM, 2nd by Schlecht.
Next regular council meeting will be Tuesday, December 3rd, 2019 at 7:30 PM.
