The special meeting of the City Council was called to order by Council Member Buchanan at 4:00 P.M.
Roll Call showed the following members present: Council Members Buchanan, Kamlitz, Steele and Schloegel, Assistant City Attorney Geroux and City Administrator Hellekson. Absent: Mayor Heinrich.
A public hearing was held concerning the special assessment list for Sanitary Sewer Lift Station Improvements (Lift Station No. 20) District #20-31. No one appeared to object, and no written protests were received. The hearing was closed.
Council Member Schloegel moved a Resolution to approve the special assessments for Sanitary Sewer Lift Station Improvements (Lift Station No. 20) District #20-31, in the total amount of $1,766,000.00 and assess to benefited properties within the district (Cavendish Farms). Seconded by Council Member Kamlitz. Roll Call No. 1 showed: 4 ayes, 0 nays, 1 absent. Carried.
A public hearing was held concerning the special assessment list for the State Hospital Water Line District #20-62. No one appeared to object, and no written protests were received. The hearing was closed.
Council Member Kamlitz moved a Resolution to approve the special assessments for the State Hospital Water Line District #20-62, in the total amount of $1,217,400.00 and assess to benefited properties in the district (North Dakota State Hospital). Seconded by Council Member Schloegel. Roll Call No. 2 showed: 4 ayes, 0 nays, 1 absent. Carried.
Council Member Schloegel moved to approve the Resolution pertaining to Watermain Replacement District #19-61 (approximately 5 blocks located in the NW and approximately 9 blocks located in the NE) and set up and establish the district. Seconded by Council Member Kamlitz. Roll Call No. 3 showed: 4 ayes, 0 nays, 1 absent. Carried.
Robert Naslund, 324 10th Ave NE, Jamestown, said he is being assessed for 19-61. Mr. Naslund stated concern regarding his electricity, tv, gas, phone, and city utility bills. Mr. Naslund said that he shouldn’t be charged more than his neighbors as his pipe size is the same and his income is fixed.
Council Member Schloegel moved to approve the Resolution pertaining to Watermain Replacement District #20-61 (approximately 7 blocks located in the NW and approximately 5 blocks located in the NE) and set up and establish the district. Seconded by Council Member Kamlitz. Roll Call No. 4 showed: 4 ayes, 0 nays, 1 absent. Carried.
Council Member Kamlitz moved to approve the Resolution pertaining to Watermain Replacement District #21-61 (approximately 18 Blocks located in the SW and approximately 1 Block located in the SE) and set up and establish the district. Seconded by Council Member Schloegel. Roll Call No. 5 showed: 4 ayes, 0 nays, 1 absent. Carried.
A presentation was given by Linda Mohn, Schauer & Associates, PC, on the 2020 City of Jamestown Audit Report. Ms. Mohn stated that the findings are consistent with previous years and the only finding is that the City does not prepare its own financial statements. Ms. Mohn stated that of the $3.9 million the City received in 2020, $1.9 million was COVID-19 funds from the ND Office of the Treasurer.
Council Member Schloegel moved a Resolution to approve the 2020 City of Jamestown Audit Report as prepared by Schauer & Associates, PC. Seconded by Council Member Steele. Roll Call No. 6 showed: 4 ayes, 0 nays, 1 absent. Carried.
Council Member Kamlitz moved a Resolution to approve the request from the Knights of Columbus #1883 for a site authorization to conduct gaming at Don Wilhelm Inc., on September 25, 2021. Seconded by Council Member Steele. City Administrator Hellekson stated that the gaming site authorization request is retroactive because the activity was conducted without authorization off site. Hellekson stated that staff will continue to work with both organizations and the State of ND to ensure compliance. Roll Call No. 7 showed: 4 ayes, 0 nays, 1 absent. Carried.
Council Member Schloegel moved to adjourn at 4:18 P.M. Seconded by Council Member Kamlitz. Unanimous aye vote. Carried.

The special meeting of the City Council was called to order by Mayor Heinrich at 4:45 P.M.
Roll Call showed the following members present: Mayor Heinrich, Council Members Buchanan, Kamlitz, Steele and Schloegel, Assistant City Attorney Geroux, and City Administrator Hellekson.
Assistant City Attorney Geroux stated that the situation remains unchanged and there is no reason to call an executive session.
Council Member Schloegel moved to adjourn at 5:01 P.M. Seconded by Council Member Kamlitz. Unanimous aye vote. Carried.
