Mayor Heinrich called the special meeting of the City Council to order at 3:00 PM.
The Pledge of Allegiance to the flag was recited.
Roll Call showed the following members present: Mayor Heinrich, Council Members Buchanan, Kamlitz, Schloegel and Steele, Assistant City Attorney Geroux, and City Administrator Hellekson.
A public hearing was held concerning the special assessment list for the Seal Coat, Patching, Construction and Reconstruction District #19-41. No one appeared. The public hearing was closed.
Due to issues discovered after publication, the assessments were re-advertised. The second Special Assessment Commission public hearing will be held October 26, 2020. Steele moved to hold the second City Council public hearing at the November 12, 2020, special City Council meeting and forward the matter without recommendation. Seconded by Council Member Schloegel. Roll Call No. 1 showed: 5 ayes, 0 nays, 0 absent. Carried.
Linda Mohn, representing Schauer & Associates, PC, gave a presentation on the 2019 City of Jamestown Audit Report.
Council Member Buchanan moved a Resolution to approve the 2019 City of Jamestown Audit Report as prepared by Schauer & Associates, PC. Seconded by Council Member Steele. Roll Call No. 2 showed: 5 ayes, 0 nays, 0 absent. Carried.
Council Member Kamlitz moved a Resolution to approve the request from El Zagel Jamestown Clowns for a site authorization to conduct gaming at Stutsman Harley Davidson. Seconded by Council Member Steele. Roll Call No. 3 showed: 5 ayes, 0 nays, 0 absent. Carried.
Council Member Kamlitz moved to adjourn at 3:18 PM. Seconded by Council Member Schloegel. Unanimous aye vote. Carried.
