Mayor Heinrich called the special meeting of the City Council to order at 5:00 PM.
Roll Call showed the following members present: Mayor Heinrich, Council Members Buchanan, Kamlitz, Schloegel and Steele, City Attorney Ryan, and City Administrator Hellekson.
Council Member Buchanan moved a Resolution to approve and authorize the issuance of improvement warrants and exchange them for Refunding Improvement Bonds of 2020, Series AD (Project 19-41), and award the sale of Refunding Improvement Bonds to Northland Securities Inc, Inc., for the purchase price of $2,800,109.30 at an average annual net interest rate of 0.983164%. Seconded by Council Member Steele. Roll Call No. 1 showed: 5 ayes, 0 nays, 0 absent. Carried.
Council Member Kamlitz moved a Resolution to approve the request from Knights of Columbus for a site authorization to conduct gaming at Jonny B’s Brickhouse for the period October 1, 2020 through June 30, 2021. Seconded by Council Member Schloegel. Roll Call No. 2 showed: 5 ayes, 0 nays, 0 absent. Carried.
Council Member Steele moved a Resolution to approve Change Order No. 3, to Scherbenske Inc., for the 2020 Water Main Improvement District 20-61, for a net increase in the contract price of $37,500.00. Seconded by Council Member Schloegel. Project Engineer Aaseth, Interstate Engineering, stated that Scherbenske’s offered a $75,000 discount working with Main Savers and a ten year warranty, but cannot perform the lining and are now offering to pipe burst for a 50% discount, increasing the project cost by $37,500. Steele stated that the project must be complete by the deadline October 18, 2020 to provide usable water to residents. Roll Call No. 3 showed: 5 ayes, 0 nays, 0 absent. Carried.
Council Member Kamlitz moved to adjourn at 5:13 PM. Seconded by Council Member Schloegel. Unanimous aye vote. Carried.
