JAMESTOWN CITY COUNCIL SPECIAL MEETING, FEBRUARY 23, 2023 UNOFFICIAL MINUTES City Hall, 102 3rd Ave SE, Jamestown, ND 58401 The special meeting of the City Council was called to order by Mayor Heinrich at 4:00 P.M. The Pledge of Allegiance to the flag was recited. Roll Call showed the following members present: Mayor Heinrich, Council Members Kamlitz, Schloegel, Steele, City Attorney Ryan, Deputy Auditor Sveum, and City Administrator Hellekson. Absent: Buchanan. A public hearing was held concerning the proposed budget amendment to the 2023 City Budget. The amendments include an increase to the General Fund expenditures of $30,000.00, and increase to the Convention and Visitors Promotion Fund expenditures of $32,000, and an increase in the Water Utility Fund expenditures of $30,000.00. No one appeared to object and no written protests were received. The hearing was closed. Council Member Steele moved a resolution to approve the 2023 Budget amendment. Seconded by Council Member Schloegel. Roll Call No. 1: 4 ayes, 0 nays, 1 absent. Carried. Council Member Schloegel moved a resolution to approve the purchase of the BNSF property for the 12th Ave Project to be paid from the General Fund and the Municipal Infrastructure Fund and direct the City Attorney to review and negotiate the documents and sale and authorize the Mayor and City Administrator to sign the documents. Seconded by Council Member Kamlitz. City Engineer Dillman provided information. Roll Call No. 2: 4 ayes, 0 nays, 1 absent. Carried. Council Member Steele moved a resolution to authorize the Mayor and City Administrator to sign the amendment to the Memorandum of Agreement between Stutsman County and the City of Jamestown on the Joint Provision of Library Services extending the two-year requirement for notice of intent to withdraw from the MOA to March 4, 2024. Seconded by Council Member Schloegel. Roll Call No. 3: 4 ayes, 0 nays, 1 absent. Carried. Council Member Steele moved a resolution to approving the 2023 Farm Lease Agreement with Ben Busch for the 2023 crop year and authorize the Mayor and City Administrator to sign the agreement. Seconded by Council Member Kamlitz. Roll Call No. 4: 4 ayes, 0 nays, 1 absent. Carried. Council Member Kamlitz moved to adjourn at 4:10 p.m. Seconded by Council Member Schloegel. Unanimous aye vote.
