School Board meeting on Monday, May 17, 2021 at 5:15 pm in the Thompson Community room at the Middle School.
Present: Roger Haut, President, Heidi Larson, Vice President, Melissa Gleason, Diane Hanson, Gayle Nelson, Aaron Roberts, Jason Rohr, Robert Toso, Superintendent, Robert Lech, and Business Manager, Sally Ost. Greg Allen absent.
Guests: Marchel Krieger, Kelly Bauer, Caroline Blumenshine, Garret Wright, Chris Sayler, Jarron Larson.
President Haut called the meeting to order and welcomed the audience, Jason Linz, Bluejay Channel and Amy Neustel, Administrative Assistant.
Mr. Roberts moved, seconded by Mrs. Nelson to approve the consent agenda which consisted of May 3, 2021 regular board meeting minutes, payment of bills, pledged securities, April 21, 2021 JEA negotiations meeting minutes, April 28, 2021 Administration negotiations meeting minutes, and 2021-2022 updated adult meal prices. Roll call with unanimous "yes" vote. Motion carried.
The Board recognized the LifeSmarts Team for winning 2020 National LifeSmarts Championship. Team consisted of Garret Wright, Chris Sayler, Jarron Larson and Jessica Paulson. Marchel Krieger is LifeSmarts advisor. Garret Wright and Jarron Larson also won National Championship in an individual category. Congratulations to all for your hard work.
The Board recognized Mrs. Kelly Bauer, 1st Grade Teacher at Gussner Elementary, was awarded the Stutsman County Teacher of the Year. This achievement will put her in the running for ND Teacher of the Year. Congratulations to Mrs. Bauer.
Mr. Joe Oster, Food Service Director reported they served free meals for the 20-21 school year. Records show there was a 10% increase in breakfast meals. 2021-2022 has been approved for free breakfast and lunch meals. The fresh fruit and vegetable snacks continue. Free meals over summer will be provided at Washington, Middle School and the High School.
Mr. Oster is reviewing implementing a central kitchen for the district in the future which would make kitchens more efficient and assist with employment issues for food service.
Superintendent Lech reported the Board will need to have discussion and decision on the Health and Safety plan after June 30, 2021.
Superintendent Lech reported the Covid 19 impact table shows a downward trend. This is a good sign to finish the school year.
Superintendent Lech reported on the UJ shared project had received a nice donation from the Erstad Family for the practice field. The field will be name Erstad Field. We have received approval from the state for the project.
Superintendent Lech reported the executive strategic plan team will meet in June to review the strategic plan and bring to the board committee to review. The updated plan will be brought forward to the full board for approval.
Superintendent Lech reported NDCEL did a nice presentation of the legislative session and the results of the bills. It is attached to your file to review.
Superintendent Lech reported the district had taken a pause in accepting foreign exchange students in 20-21 school year due to COVID-19 pandemic. Dr. Lech spoke with the agencies and their COVID-19 process for foreign exchange students for the coming school year. Dr. Lech feels comfortable with their precautionary process and we will be open to participate with those agencies.
Superintendent Lech reminded the Board of Mr. Toso's resignation from the board effective June 30, 2021. The process for a board vacancy is BBC policy and BBC-BR. Superintendent Lech informed the board of the three options they have to choose from to move forward: 1. Utilization of the selection process: a) which need to public a notice b) set a time c) process to 3 finalists d) vote on a candidate. 2. Appoint a person 3. Special Election.
Mrs. Sally Ost, Business Manager reported on the old transition house sale. There will be an advertising in the Jamestown Sun for bids. Deadline is June 9th. Bid opening will be at 2 pm on June 9th.
Mrs. Nelson moved, seconded by Mrs. Gleason to approve the Behavioral Health Grant in the amount of $69,614.25. Roll call with unanimous "yes" vote. Motion carried.
Mrs. Larson moved, seconded by Mrs. Nelson to approve to submit the Choice Ready grants for James Valley Career and Technology Center in the amount of $20,000 and Jamestown High School in the amount of $20,000. Roll call with unanimous "yes" vote. Motion carried.
Mr. Roberts moved, seconded by Mrs. Hanson to approve the Budget revisions: Line item change for Striving Readers and addition of Behavorial Health grant in the amount of $ 69,614.25. Revised General Fund Budget amount is $32,799,046.36. Motion passed 7-1.
Mr. Toso moved, seconded by Mrs. Nelson to approve the monthly financials. Roll call with unanimous "yes" vote. Motion carried.
Mr. Toso moved, seconded by Mrs. Hanson to approve the Administrators Master Agreement. This represents a 3% increase to the base pay for 2021-2022 year and a 3% increase to the base pay for 2022-2023 year. Mr. Rohr asked the board to wait on approve until JEA negotiations is complete. Roll call vote: Rohr, no; Nelson, yes; Toso, yes; Roberts, yes; Gleason, yes; Hanson, yes; Haut, yes; Larson, yes. Passed 7-1. Motion carried.
Mrs. Larson moved, seconded by Mr. Rohr to approve the resignation of Samantha Gonzalez, English Learner Teacher at the High and Middle School at the conclusion of the 2020-2021 school year. Roll call with unanimous "yes" vote. Motion carried.
Mr. Toso moved, seconded Mrs. Nelson to approve the resignation of Candace Wingenbach, Social Worker at the High School at the conclusion of the 2020-2021 school year. Roll call with unanimous "yes" vote. Motion carried.
Mr. Rohr moved, seconded by Mr.Toso to approve the resignation of Daysha Conway, English Language Teacher at the High School at the conclusion of the 2020-2021 school year. Roll call with unanimous "yes" vote. Motion carried.
Mrs. Larson moved, seconded by Mr. Rohr to approve the hire of Meredith Schmidt as FACS teacher at the High School, MA, Salary $46,200.00*. Upon a successful background check for the 2021-2022 school year. * Salary to be adjusted upon completion of negotiations. Roll call with unanimous "yes" vote. Motion carried.
Mrs. Gleason moved, seconded by Mrs. Nelson to approve the Middle School Handbook for the 2021-2022 school year. Roll call with unanimous "yes" vote. Motion carried.
Mr. Rohr declared a conflict of interest due to spouse is a teacher at Jamestown Public Schools.

Mrs. Nelson declared a conflict of interest due to daughter is a teacher at Jamestown Public Schools and stated she could be fair in executive session.
No motion made.
I, Mr. Robert Toso believe that discussion with our negotiators and developing a strategy relative to the School Board's position in this matter in open session would have an adverse fiscal effect on the negotiations position of the Board. Therefore, I move: That the Board enter into executive session, That the following members and negotiators be identified as being present:
SCHOOL BOARD MEMBERS: MELISSA GLEASON, DIANE HANSON, ROGER HAUT, HEIDI LARSON, ROBERT TOSO, SUPERINTENDENT ROBERT LECH, AND BUSINESS MANAGER SALLY OST. On May 17, 2021 at 6:00 pm that only the following topic will be considered in executive session: JAMESTOWN EDUCATION ASSOCAITON NEGOTIATION STRATEGIES
That the legal authority for the executive session is: SECTION 44-04-19.1 OF THE NORTH DAKOTA CENTURY CODE. That the executive session be recorded. Seconded by Mrs. Larson. Motion carried.
Mrs. Gleason asked when would be the time to make a motion on voting if the members with a conflict of interest can join the executive session. Mr. Haut stated a motion need to be made after the conflict of interest and before a motion is made to enter into executive session. The motion would require a unanimous vote.
Open meeting resumed at 7:10 pm.
There being no further business, President Haut adjourned the meeting.
