The Jamestown Finance & Legal Committee unanimously approved allowing City Attorney Leo Ryan to proceed with crafting a right of first refusal or an option agreement for the Jamestown Southwest Second Addition Outlot A.
Councilman Brian Kamlitz was not present at the meeting Tuesday, May 24.
Mayor Dwaine Heinrich said the city of Jamestown needs to protect itself and the landowner of Outlot A in case the city decides to purchase the land sometime in the future for a possible road.
“The landowner out there has been rather cooperative in this regard,” he said. “It is something that they would like and I think it is something that is in the best interest of the city as well.”
He said the city isn’t agreeing to anything other than to have its city attorney draft some paperwork. He said it would not be a purchase agreement.

Councilman Dan Buchanan said a purchase agreement could be enforced by the seller if there is a contract to buy Outlot A.
Ryan said after the meeting he will have to find a price and some terms that the city of Jamestown and the owner of the outlot can agree on.
An outlot is a parcel of land that is commonly used by a city for the city's interest and not for the construction of a building. The creation of the outlot gives the city of Jamestown financial flexibility if a potential infrastructure project does not move forward.
The Jamestown Civic Center and Promotion Committee heard an update about projects happening at the Civic Center from Director Pam Fosse.
A&R Roofing will begin working on replacing a portion of the Civic Center roof either by the end of next week or the following week.
Fosse said the flooring for the meeting room arrived Tuesday, May 24. Nill Construction Inc. will replace about 3,500 square feet of the flooring in the meeting room with vinyl composite tiling. Other areas where the flooring will be replaced are the north office, Club Room, White Drug, Neirling and three locker rooms.
Advantage Electric will remove and dispose of 32 lights and will change the brackets and head when they arrive. LED light heads have been ordered.
The Civic Center is in the process of receiving quotes to replace some outdoor railings and doing a stair safety project in June.

The estimated cost for the Civic Center projects is about $318,500.
