The Jamestown City Council held the final hearings on the city's budgets for 2012 Monday at its regular meeting.
The budgets total about $29.2 million, according to Jeff Fuchs, city administrator.
Fuchs said the mill rate was the same as last year and would result in the same city tax burden on any property that was valued the same as last year.
"We held two meetings looking at the budget and the best way to use the taxpayers' money," said Council member Charlie Kourajian said.
In other business, the board agreed to allow the placement of a sign north of the intersection of First Avenue and First Street North as part of the quiet zone project. The sign would warn vehicles not to stop on the railroad tracks when stopped at the light.

"You want to say 'duh' but this is one of the things you have to do," said Reed Schwartzkopf, city engineer.
The original proposal from Burlington Northern Santa Fe Railway had the railroad furnishing the sign but the city responsible for installation and maintenance. The city reply allows the railroad to install and maintain the sign on city property with no city responsibility.
The meeting was conducted with a bare quorum. Kourajian announced that Mayor Katie Andersen was on maternity leave. Kourajian presided over the council meeting as the chairman of the city's Finance and Legal Committee.
"The mayor announced that she is a mother of a daughter," Kourajian said. "The little girl joins a son in their family."
The baby was born on Oct. 2 at Jamestown Regional Medical Center.
Also absent was Pat Nygaard, leaving Kourajian, Ramone Gumke and Ken Schulz in attendance.
The City Council also approved:
* Continuing a multicounty hazardous waste response agreement between the Jamestown Fire Department and the state.

* Approved the purchase of a three-quarter-ton pickup from Don Wilhelm for $22,793 net of a trade and discount for the street department.
* Approved the purchase of a half-ton pickup from R.M. Stoudt for the water department for $19,730 after discounts and rebates.
* Approved a Class B liquor license for Coborn's Liquor which will operate in the Park Plaza Mall.
