The Jamestown Police Department announced Tuesday, April 21, that a convicted high-risk sex offender is residing within the city of Jamestown.
Zeferino Carlos Rangel, 49, lives at 1530 6th Ave. SW, room 22, also known as the Buffalo Motel No. 22
He does not drive a vehicle.
Rangel is described as a white male, 5 feet 4 inches tall, weighing 197 pounds with brown eyes and black hair.
Rangel has been assigned a high-risk assessment by the North Dakota risk level committee, Office of the Attorney General.
Rangel was convicted in 2012 of gross sexual imposition in Pembina County District Court. Authorities said Rangel had sexual contact with an unconscious 19-year-old woman and had sexual contact with a 14-year-old boy and 8-year-old girl on several occasions.
Rangel is currently on probation with North Dakota Parole and Probation and is on GPS monitoring.
