The Jamestown Police Department has announced that a convicted high-risk sex offender has moved within the city of Jamestown.
Zeferino Carlos Rangel, 50, lives at 438 A 2nd St SW. He drives a white 2008 Dodge Ram 1500 and an orange 2006 Mitsubishi Eclipse.
Rangel has been assigned a high-risk assessment by the North Dakota risk level committee, Office of the Attorney General.
Rangel was convicted of gross sexual imposition in 2012 in Pembina County District Court, North Dakota. Rangel had sexual contact with a 19-year-old woman, a 14-year-old boy and an 8-year-old girl.
Rangel is not wanted by law enforcement and is on probation with North Dakota Parole and Probation.
