FARGO, N.D. (AP) -- North Dakota Sen. Byron Dorgan is optimistic about the prospect for talks between the United States and Canada on water and flood control issues.

Last month, Dorgan proposed bringing together representatives of both countries and representatives of Manitoba and North Dakota.

Manitoba Premier Greg Selinger said Friday it's important to get all the jurisdictions to the table soon. Canadian officials worry about the possibility of harmful organisms coming into Manitoba from a Missouri River pipeline and a Devils Lake outlet.

Dorgan called Selinger's statement encouraging. Dorgan has called for the talks to be scheduled in Washington, D.C., in late September.
