BISMARCK, N.D. (AP) -- North Dakota's Supreme Court is hearing two cases next month that have broad implications for city finances and job development.
The court is considering appeals from Minot attorney and businessman Robert Hale and Bismarck businessman Curly Haugland.
Hale is suing the state and the city of Minot. He's challenging the use of taxpayer funds to make business grants and buy stock in companies. He says the state constitution prohibits giving taxpayer aid to private companies.
Haugland is contesting Bismarck's handling of a "tax increment financing fund" that has almost $18 milliont.
Haugland says for years, the city has been hoarding the money to spend on favored projects. He says it should be returned to local taxing districts. The Bismarck City Commission already plans to give back about $9 million.
