The North Dakota Department of Transportation and the North Dakota Highway Patrol said North Dakota state law prohibits a person from obstructing, or causing to be obstructed, any public highway or right of way.
The DOT and patrol asked landowners not to push snow into rights of way, which includes the roadway, ditch bottom and backslope on state highways. This practice can exaggerate the drifting problems experienced on state highways and can create obstructions for motorists.
